i bought 4 kg hand weights to strengthn speed,
that is about 9-10 lbs in american terms
are they good, im 14 and wonder if i bought the wrong ones, they are good as it takes strenght

You should consider 1 kg "Wrist weights"
Could be just what you need.

You don't say how big you are but hand weights that I worked out with were only a couple of pounds and I was a relatively small fighter (154 lbs). If you are a larger framed, heavier person around 200 lbs 9-10 lbs for hand weights may be OK but if not I would get the two pound ones. Remember as you do things with them you are using not just something that weighs a few pounds. You have the momentum of your motion literally pulling against your joints, muscles, tendons, and ligaments on the extension phase. 9-10 pounds is really something more and may cause a lot of excess stress and wear and tear that you will feel later so go with something lighter.

Are you talking about using them to get hand speed to punch faster? If so...no. My point of view, I don't care what the manufacturer says, you can't use weights to train to swing faster. It's ay too hard on the joints. It will work, but you will feel it especially when you get up in age because it's one of those things that takes time to mess you up and you will lose speed. Never use weights, because when you swing, you extend your arm and the force that you throw your hand out to punch is only built to deal with that force. Some people go over and that's how people get hyper extended elbows and all. It happens a lot in weight lifting as well. But using weights to train hand speed and serious long term effects.
Those ankle weights that were out are the same deal.

At 14, you're still growing. You don't want to start with anything too heavy and cause permanent damage to your arms or hands, or learn bad technique because of too much weight. If you can feel the effort it takes to use the weights, but you aren't straining, then the 4 kg weights are probably fine. You can always move up later if you don't think that they are helping you.
