Most definitely after, to feed your aching muscles some calories. Also make sure it's whey protein, which is better absorbed by the muscles.

In my opinion there is no substitute for "real" food so before a workout I eat tuna or eggs with a source of low GI carbs such as wholemeal bread or pasta or oats depending on my mood and current goals.
If I don't have enoough time to prepare food I'll drink a protein shake.
After a workout whey is king, this is the time when your body is crying out for protein and carbs so it can start to heal itself from the workout, whey is absorbed rapidly so its the perfect choice for post workout...don't dwadle, get it down your neck as soon as your workout is over, wasted time is wasted muscle at this crucial point so its crucial that you get some whey into your body as soon as you can.
you also need (and I cannot believe how many people neglect this) a source of medium/fast absorbing carbs such as dextrose/maltodextrin.

both...before exercise helps to reduce the catabolic effects of resistance training and after to jump start the recovery process.

if you can only use it one time then post workout would be the best choice.
