A quiet bird is a mythical beast! They will all be noisy at times.
A bird for under $30 is dredging the bottom of the barrel.

A bird is not some decoration that you put into a corner to be "Seen and not heard." It is a new member of your family. Birds are intelligent , sensitive and emotional. They require a lot of attention ( at least 1 to 2 hours per day ,*Every* day!), a lot of love and a lot of patience, just like bringing home a new child!

It sound to me like you might be more happy with a fish! They are colorful, not noisy, and will usually cost you less than $30.

All birds make noise, and often when you least want it, like after a hard days work, or during a headache, or are on the phone. Even Zebra finches and parakeets do this. Love birds will drive you mad with screeching...there really is no quiet bird. My parakeet often wakes me up early every morning bu chirping when the sun rises..it's just what birds do!

All birds make some noise.

Even if you pay under $ 30 initially, you have to consider the vet bills if your bird gets sick or injured. You cannot, in good conscious, bring a bird into your home, then deny it medical care if it needs it.

When you buy a bird you assume full responsibility for their care. That includes making sure your bird see a vet whenever they need to. Failing to provide needed medical care is considered abusive.

How's about a nice fish? I've never heard of a screaming fish...

...or you could put bars in front of your TV and turn it on to the "Animal Planet" channel... Then you could have LOTS of REALLY cheap pets that you could just "mute" all the time. Think of it! You wouldn't even have to spend any money on food for them!

Yes Stephen, it is possible to start to enjoy aviculture for under 30.00. Owing a bird has a lot of distinct advantages as compared to other pets. And the side benefit is you start to enjoy "all birds" and not just the caged variety.

May I suggest the "Diamond Dove," they are a miniature version of the dove that you may have "in the wild" outside your door. A comical little bird and not that very hard to keep in relation to expenses and maintenance. You can usually find them around 25.00 dollars each.

A very nice "coo-ing" sound can be heard from them in the early mornings and late evenings. Outside of that you'd be pressed to hear them at all. They go about their business of playing and eating with very little interaction involved. If you decide that aviculture is something you'd like to pursue then they are good with most other birds around them (but not in the same cage, except for finches, they can inhabit the same cage but you'd might consider one larger.)

Their diet is normal and found in most pet stores and feed and grain elevators across the country. You can find a nice used cage on craigslist for about 10.00 or less.

Enjoy your new found hobby and aviculture in general.

the only bird i can think of under $30 is a budgie/parakeet.. they tend to sing and chirp sporadically throughout the day. there is no guarantee that the bird will sing "a few hours" a day.

after nightfall, most birds are quiet, by the way.

do a search on PET PARAKEET or PET BUDGIE to see more info on care and feeding.

There isn't really a bird that will do that...when you first get birds thugh they are normally semi quiet but that changes. I had a cockatiel and he was kind of quiet but he was $150.

Probably a zebra or society finch. Although it doesn't sound like you really need a bird.

Zebra finches. Even when they are chirping they are not loud.
