Do not install ceramic tile over vinyl. If the glue on the vinyl fails you will have loose ceremic on the floor.

You don't. You definitely have to remove the old tile first. The only way that you might get away with it is if you put your backer board over top of the old tile.

It's better to strip the vinyl or put down an underlayment board.
