My cousin wants to study at a cooking school but she's only 12, can she study at a chef school at the Phil?

She should, with her parents permission or accompaniment, be able to attend a local cooking class or community college/culinary school. Some culinary schools have programs/classes intended for the public to encourage young chefs to learn the basics.

I'd say so,if her parents went with her when she applied. Some culinary schools have classes for the public to encourage young chefs to learn the basics.

They need to contact the schools. Some of them are actually college degrees. The concern I see is teaching knife skills to a minor.
