Sometimes this rule is misinterpreted. It means that you should dispense equal justice. For example, if someone robs you, you shouldn't put him/her to death! In ancient, biblical times the death penalty was used for minor crimes or actions considered sins. This was an attempt to civilize the system of justice. We do it today; if a minor commits a misdemeanor, we sometime sentence him or her to community service rather than jail, to pay the community back for the crime committed.
