It depends on the country. Where are you going?

Usually, you need to make an appointment with the immigration service, fill out a form, and pay some small amount of money. Sometimes, there are much stricter requirements.

OK Spain it is,,I used to live there so hope this will help...
You will need 2 things,,
1/The Mineisterio de trabajo y asuntos sociales,,,will issue with a small credit sized document that registers you with the local town hall "Ayuntamiento"it will only cost you about 10e and you have to apply to them in person,that just says you live at a certain address and can vote,,
2/ Extranjeros Espana,,is a similar sized document that you have to apply for is the local police station,,first you get the documents fill them in and return them they take your fingerprints and you have to go back again to collect it,it will cost you about 16e and registers you with the police and other authorities,,without these 2 documents you may find buying anything expensive quite hard as an immigrant..both are valid for about 5 years and have to be renewed,,,,A local UK based solicitor or suchlike will help you do all the paperwork but they may charge you up to 150e to do it,,so it`s a lot cheaper to apply yourself in person but if you feel it is a bit complicated then just budget for the extra expense
