The above answer sounds good and may well be your best bet, but it is a web site I am unfamiliar with. You do not say what your first language is or how long you have been studying English. Another bit of informaiton that would help is your age and sex. Do you care whether your pen pal is the same age; do you prefer to correspond with a male or a female? If you are a student I'm sure your guidance counsellor, headmaster or mistress can assist you. Cyber venues such as this or MySpace are good, too! Good luck.

These days it would probably be an email pal. Why not just send an email message to someone on Answers who seems to use the language well and ask them whether they would like to correspond? If they say no, go to another. Or better yet, ask several. You may get no answer at all, you may get a polite "no, thank you," or you may hit someone who would like to correspond.
Tell them a little about yourself, including where you live, how old you are, your interests, your career or what you are studying, that sort of thing.

Posting a question on here was a good start.
A good way is to find websites with people who share your interests.
You can also look for someone who's interested in Japan or learning Japanese (I'm guessing from your name that you are Japanese). You could write to each other sometimes in English and sometimes in Japanese. There are tons of people who are really interested in Japan, I'm sure they'd be happy to correspond...
