Why does Windows limit your DVD regions???

I have DVDs from Region 1 and Region 4 - all purchased legally! Why is it that Windows only "allows" me to change regions 4 times before it is fixed on one region? Why shouldn't I be allowed to view my legal property (the DVDs) with my legal property (my legal copy of Windows)?

it isn't windows. it's your dvd drive.

(psst. you can bypass this with dvd regionfree software)
