Anyone with EU Citizenship can come to the UK. I assume this friend of yours is a Dutch Citizen, if so then your friend is also a Citizen of the EU.
All you do is pack your bags and come on over.

Alfonzie_H, would you dare to say that being confronted 'face to face', 1 to 1 with any Pole? I doubt it.

I presume your friend is an EU national?
If so, yes, it's that simple. He has to be exercising "treaty rights", which means that he either works or intends to work, or is studying, or has his own money and doesn't need to work. If he falls into one of these catagories, he has the right to live and work in the UK.
