'vous' can be:
either polite singular form when addressing a person you don't know(generally) an adult)
or polite plural form when addressing several people you don't know
or unformal plural form when addressing several friends

Well it means "you" plural form in english
Though, "you" singular is "tu" in french and you usually use "tu" when talking to someone, but if you really wanna look professional you'll use "vous" even if youre speaking to a single person.

And btw, you cannot "vous" someone, you "vouvoie" someone (In opposition with "tutoie")

In short, "vous" is a pronoun, 2nd person plural but can be used at 2nd person singular for polite conversations....

You but in a formal way, In romance languages you don't refer to everyone with the "you" you actually use a very special kind of word if you don't know them.
In spanish is "usted" and in french is "vous" until you know the person well you can call them the other way,
