In the Judeo-Christian religions, we have the 10 commandments. One of the commandments is : Thou shall not kill (often phrased in a variety of ways). Does Buddhism anr/or Hinduism also have a similar commandment? If so, how is it phrased?

Hinduism is not run on basics of external commandments

It is based on self realization

-the understanding that I am the part of the universal force
-and then realizing that the universal force the allah , the jehova or whatever the name we humans assign to the great force (like 33crores names or any number for that matter vishnu shiva anything anything )

but its application part it contains some overall basics to base our lives ie. Loka samastha sukhino bhavanthu (Let Happiness prevail in the the entire world )

mruthyor ma amrutham gamaya ( let eternity prevail rather than death )

thamaso ma jyothir gamaya ( lets go to brightness not to darkness

asatho ma sath gamaya ( lets truth prevail not untruth and lies)

The Vedic knowledge, as you know was taught to great Kings and very learned people.
Hence instead of Telling out straight - do this, dont do this...
Suggestion are given in form of advice – Law of Karma. What you do to other will come upon you.

So instead of telling “You should not Kill” it is said “If you kill, you will also be killed in same way”. Instead of telling “though shall not commit adultery” it is said that “if you kill child by adultery you will be killed in same way” etc..

Hindus doesn't have an apostrophe (sorry but that grammatical error gets me every time)

I don't know about Hindu philosophy but Buddhism states that you should not hurt another living being
