I have a 2 boys, a 2 and 3 year old. What we like is Play-Dough, the cranium mega-fort (they have one called the superfort too). The Mega Blocks car ramp set. And cardboard building blocks/bricks. Another thing is Richard Scarrys Biggest Book Ever.

No matter what you get him he will be bored of it eventually. Get him a couple for fun toys, maybe something educational and a new outfit. He's 3, his birthday lasts a day to him, lol. He won't exactly cherish anything for a long while.
You could do something sentimental for him as well, like wirte him a letter and give it to him when he's 16 or 18.
