You receive the Holy Spirit by faith.
Once you are born again, you are a candidate.
In Acts Chapter Ten Cornelius and his guests received the Holy Spirit before water baptism.

Cornelius and his household received miraculous gifts of the Spirit BEFORE water baptism...

Ac 10:44 While Peter was still saying these things, the Holy Spirit came on all who heard the message. 45 Some Jewish believers had come with Peter. They were amazed because the gift of the Holy Spirit had been poured out even on those who weren’t Jews. 46 They heard them speaking in languages they had not known before. They also heard them praising God.
Then Peter said, 47 “Can anyone keep these people from being baptized with water? They have received the Holy Spirit just as we have.” 48 So he ordered that they be baptized in the name of Jesus Christ. Then they asked Peter to stay with them for a few days.

The Samaritans did not receive gifts of the Spirit until AFTER they were baptized.
Acts 8:14 The apostles in Jerusalem heard that people in Samaria had accepted God’s word. So they sent Peter and John to them. 15 When they arrived there, they prayed that the believers would receive the Holy Spirit. 16 The Holy Spirit had not yet come on any of them. They had only been baptized in the name of the Lord Jesus. 17 Then Peter and John placed their hands on them. And they received the Holy Spirit.

"Gifts" and the indwelling Spirit (Ac 2:38 Peter replied, “All of you must turn away from your sins and be baptized in the name of Jesus Christ. Then your sins will be forgiven. You will receive the gift of the Holy Spirit." -- The Spirit IS the gift promised to EVERY CHRISTIAN.) ARE NOT THE SAME.

Very good question.

This has two parts. The question is recieve or feel. You can feel the Spirit at any time. But remember the Spirit is just that a being in Spirit state. It chooses whether you feel it's influence or not. It is like there is a door to your soul and the Holy Spirit can open it up when ever he wants. However there is no door nob on your side.
After you have been baptised and recieved the Holy Spirit by the power of the Priesthood it is as if the door nob has been moved to your side and it is up to you to open it and keep it open by living a life condusive to the Spirit.

Depends on what you mean by receive. When a person accepts Christ into their heart....this is called the indwelling of the Holy Spirit. He seals that person with salvation. Therefore, they receive the Holy Spirit at this time.

If you are asking about the overfilling of the Holy Spirit....it may or maynot happen before a person is baptized in water.

Are you asking about the Baptizism of the Holy Spirit...then this is called what I just mentioned...the overfilling of the Holy Spirit and can occur at anytime after the person has accepted Jesus Christ as Saviour, into their heart. And as God wills and as the saint surrenders his life to Christ.

if you read in the history book of the NT church, the book of acts, scripture addresses your question. you may receive the Holy Spirit w/ the evidence of speaking in other tongues:

- after baptism - acts 8:14-17 ...
"prayed for them, that they might receive the Holy Ghost: (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)
as you can see here, the baptism of the Holy Spirit is NOT automatic at the time of baptism. it is a separated, but NECESSARY experience.... as it is how we obey the resurrection of Jesus Christ.

- before baptism in Jesus' Name - acts 10:44:48 ...
"on the Gentiles also was poured out the gift of the Holy Ghost.
For they heard them speak with tongues, and magnify God.
Then answered Peter, Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
And he commanded them to be baptized in the name of the Lord. "

w/o this baptism of the Holy Spirit, you mortal body cannot change to immortal at the time of Jesus coming. w/o the infilling of Jesus' Spirit, you will not rapture.
those who are not raptured, must endure the 2nd death @ the great white throne of judgment.

so you can see it is NECESSARY for salvation.

i sought to be filled w/ the Holy Ghost for 7 months (after baptism). finally, it happened, & i am refreshed in the Spirit when i pray, worship & attend church services.

I believe you can receive the Holy Spirit whether you are baptized or not. Being baptized is a ritual. Receiving the Holy Spirit is like/same as receiving a gift... you don't have to do anything to get it...just be open to it and accept it.

I Receive the Holy Spirit the VERY 1ST time that I had a Bible Study with Jehovah's CHRISTIAN Witnesses !

I was 12 at the time; So Age isn't a Factor Either.

Yes. Christians from the very beginnings of the Church always believed that they are first born again of water and the Holy Spirit when they receive the Sacrament of Baptism. That is the work of God the Holy Spirit in the waters of the font.

No, you receive the Holy Spirit the moment you get saved, the moment you accept Jesus Christ as your personal savior.
Baptism is simply our first act of obedience to God after we get saved. It is an outward picture of an inward change.

Acts 2:17 - And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
