If by twin souls, you means the soul of birth twins, I have heard that when one of them is in trouble or pain, the other has some slight knowledge of their experience. If one is experiencing a very happy or joyful experience, the other has a feeling of elation at the same time.

Soul mates as I understand the term, are two people who share a very similar soul experience, such as two people who are Christian experiencing the same sort of good feeling when reading the same scripture, or hearing the same prayer.
Soul mates are not limited to two people, and could include a group of people, usually known to each other at the time.
