Was it oil underneath?
I sanded, primed and painted and the paint (semi-gloss) is coming right off. I spend a TON of time doing it well with expensive (American Tradition ) and it's making me mad, what can I do to start over and KEEP it on this time?

I don't think so...I think it was 75 and sunny actually all week which is why I painted. Although it's been 6 months or so so I could be totally wrong.

Peeing pain?????????????? Do you mean peeling paint? Dogs and people pee, paint peels.

Is whatever you've painted back-primed? Did you paint in high humidity or high or low temperature? Alkyd (oil) or latex?
Have you talked to the paint maker? Could you have gotten some silicone oil/treatment/"wax" in the paint or on the wood?

FWIW, latex can go over oil, but oil doesn't go over latex.

You'll need to try to figure out why this job went wrong, fix that condition and then sand and repaint. My guess is the temp was too high or too low, or you've got moisture issues, whether from rinsing or humidity or water vapor moving through the trim, I couldn't guess.

Peeling paint is a problem normally brought on by damp painting conditions. Had it rained a week or sooner before you painted? Believe it or not it will effect painting.
