If we look throughout the history of the OT and NT and post NT times we can see that it was their own people who were responsible for their deaths and some were done by the unbelievers or had unbelievers as instruments of their deeds.
For example , Zechariah was killed between the temple and the altar and post OT thought has Isaiah being killed by King Manasseh. In the NT, it is even prophesied that families would hand over each other and have them put to death for it says that a man's own enemies would become from his own household as father and mother would hand their own children and children hand over their parents to be put to death. There were to be divisions on account of belief in Jesus and some would end violently with one or both parties being killed. Even Jesus who is regarded as a prophet was handed over and put to death under Pontius Pilate. In the end we can say that their own people were responsible but since they did not have the power to put anyone to death under Roman rule as the NT Gospel of John indicates then those in authority deserve the brunt of the blame because they were in power and could have stopped anyone's death.

With regard to the Jewish prophets of the Old Testament, for the most part they were killed by the official leaders of Judaism who had fallen into pagan practices. God anointed the prophets to bring them back to the one true God, but they were instead met with death.

Regarding Christian saints, that is a mixed answer. Many were killed by governments who opposed their teachings because those teachings were contradicting government practice. In some cases, however, the official church was responsible for the death of saints, only to be vindicated by official canonization years later.
