The 3 round burst can be put in your pistol. You will need class 3 paperwork to do that. Contact the BATF or a class3 gun dealer to get that started. The machine work that needs to be done to the lower should be done by a qualified gunsmith who has a background in class 3 weapons. It involes drilling out some pin holes for the fire control group. The installation of the fire control group should be done by that gunsmith as well.

You can't make it ATF legal for three round burst unless it was registered before 1984.
If you put a rifle stock on it you CANNOT have a pistol barrel on it, for then it is a short barrelled rifle, and subject to a $200 transfer tax. You can take a rifle and put a short barrel on it, but you will have to pay the $200 transfer tax to do so. But if you pay the tax, you can configure it any way you want to.

Dude,
The AR 15 rifle can be made shorter with a barrel swap. Yes you can make it fire 3 round bursts and also even to make it fully automatic, but I'm not telling you how. Even though I am a card carrying member of the NRA, I would only convert, (I do have the required parts, and tools), my AR-15 rifle to those capabilities if it were warranted by some type of National emergency.
There is no real need to do it otherwise, and it is illegal to boot.

One major change was the twist rate of the rifling. It was increased in later models. Also, a forward assist was added after the early models to facilitate locking up a round that failed to fully chamber when the rifle gets hot or fouled. There are other changes I'm sure. I'm no expert on the AR/M16 family, just an average firearms enthusiast. Check Wikipedia. They will have all the info you could desire. By the way, the increase in the rate of twist had the effect of over stabilizing the bullet causing it to be more likely to drill clean through a soft target (read flesh). The earlier slower twist rate had the bullet barley stabilized causing it to upset and tumble upon impact. This is were the myth of the "tumbling M16 bullets" comes from. They didn't tumble in flight unless they hit something.

I am so sorry. You obviously know more than the people who have tried to answer your question thus far. To clarify, you cannot put any length of barrel you want on a rifle lower. However I do not believe you can put a butt stock on a pistol lower.
What I think you might look into is getting a class 3 sear. I am not an expert on these things but I have talked to a class 3 dealer and it is an option. If it breaks you are done. I am not sure a 3 round fire unit is available though.
I know I have not given you many answers. I think the most important lesson you have learned came from the first two posters. Don't trust legal advice from Yahoo answers.
To constipation:(
First adding say a 12 inch barrel to a rifle lower is illegal (despite what the first two people said) if you do not have a destructive device license. So you can shut up.
second you cannot turn an 85% lower into a machine gun with a three round burst
http://www.atf.treas.gov/firearms/faq/faq2.htm#a6
So you can shut up.
Within a few sentences you have shown you are wrong. Again proving my point about taking legal advice from yahoo answers.)
YOU CANNOT BUILD A LEGAL MACHINE GUN LOWER.
YOU CANNOT GET A REGISTERED SEAR MADE AFTER 1986
YOU CANNOT GET A LEGAL LOWER MADE AFTER 1986
IF YOU PUT MACHINE GUN PARTS INTO A SEMI-AUTO LOWER YOU ARE BREAKING THE LAW IF THE SEAR IS NOT REGISTERED .
please go to the ATF site they have a good faq section

It is ILLEGAL for anyone other than a Class 3 FFL dealer to do such modifications. This is allowed under the most stringent of controls by the BATF. If you do this, and the feds find out, you are looking at some serious time in the federal pokey.

It is illegal to modify your weapon to 3 round burst or fully-automatic. However, it is not illegal to put a shorter barrel on your AR15 although I would not recommend it; the AR15 does not make a good pistol. Its not that hard to hill-billy your semi-auto into a fully-auto although it is irreversible(and illegal so I wont tell you). But with a BATF Class III license it is not illegal the buy the parts to make your weapon a bonafide fully-automatic or 3 round burst capable fightin' machine.

As far as I understand it, you can NOT create any new automatic weapons, 3 shot burst included, for a regular civilian, class 3 paperwork or not. They CAN be created by properly licensed manufacturers for police departments, government agencies, etc., and bona fide dealers as samples who sell to these agencies.
