When does the law stating that you must have a passport to enter Canada or the US by land come into effect?

WOW! this is difficult . There is a lot of confusion because the state department smply has not announced the exact date yet. It could be as early as jan, 2008, or as late as June 2009. Different websites speculate different things, BUT, the State Dep't just has not said yet. PROBABLY summer of 2008. I research this almost daily, but there just is no exact date yet. I think the 1st answerer missed the point of your question. That waiver til Sept. 30th was for people who were flying and would not get their passport in time. Anyway, Sept. is almost over, so that is not an issue. I am sure when the date is set , it will be on travel.state.gov.

On June 8, 2007, the U.S. State Department announced a temporary easing of the new passport requirements, which will be in effect through September 30, 2007. U.S. citizens traveling to Canada, Mexico, the Caribbean, and Bermuda who have applied for -- but not yet received -- passports will temporarily be allowed to enter and depart from the U.S. by air, provided they have government-issued photo identification and official proof (from the Department of State) that they have applied for a passport.

Next year sometime. As in, it ain't set in stone. They have made announcements of actual dates in the past, and then changed them. That is why different websites have different dates - they are dates that were announced when the website was last updated. The latest is that is postponed until next Summer.
