Here are the symptoms:

1: Licking off huge patches of fur wherever she can reach.
2: Fur on the back of her neck is falling off in patches (she does not wear a collar)
3: Out of character purring
4: Personality change (friendlier, less quick to attack)
5: Labored breathing at times.
6: Loss of shine in coat
7: strange lumps on the back of her front arms, which seem to have short whiskers

Here are the stats:
8 Years old
Small frame, normal weight
Normal eating habits

She is an ex-ferrel cat, and she is a mouser, she completely eats the mice she gets. Same with water-bugs. It seems to me that something is wrong with her, you can tell. She often looks like she's in pain, head down, eyes half-closed, and ears turned back slightly.

The best person to tell you what the problem could be is your vet. Your cat definitely is dealing with something and it needs to be addressed.

Your mother needs to change her mind or you'll loose the cat. The labored breathing and out of character purring (a sign of pain) are bad, as are the fur losses and lumps.

This cat needs to be looked at. A standard exam is around $25 to $35. You're responsible for her, she needs to be checked over by a professional. Tell your mom to set a good example of caring for what a family owns and get the cat in to see a vet.

Your cat really needs to see a vet as there is something going on that won't sort itself out, and she's in pain too. Given her diet, she might have a parasite that will respond well to treatment. I suspect that your mother doesn't bother with preventative treatments either.

I take it you're under 18. Is there any other adult around you can rely on? Would grandparents help you and take her to the vet? Other than that, is there a local shelter or cat charity that you can ask for help.

Please do all you can to insist on your cat getting medical attention. Would your mother take her if you agreed to do certain chores for a month? Are you old enough to get a part-time job? If your mother sees how serious you are about getting your cat treatment, she might lend you the money.

Since you did not put your age and made reference to your mother I will assume you are a young person still living at home. The cat need to go to the vet. You can
1) take her to the ASPCA and give her up so she can get care
2) you mother is in violation of several laws and could go to jail and pay large fines for not getting the cat the care it needs.
3) Call vets in your area and explain you would like to work part time in their clinic helping with the pets and cleaning and walking, in exchange for care for you cats.

Lots of luck. Your Mom is not doing the RIGHT thing, but you please do it.

refuses to take to a vet how cruel the cat is obviously in peril is it a cost issue there are low cost clinics also you can give ownership of the cat to the clinic you would lose the cat but at least it will be treated if possible with the hair thing could be a parisite from a mouse but i will ask around see what i can get and shame on your mom for not helping this cat

Ugh! Sounds like my mom.
She NEEDS to go to a vet, this could be very bad. Has she had any trouble with getting water? Or out of character agression related to noise or discomfort?

The breathing is the most worrying thing, if she can't get air it causes problems extremely quickly. Has she had her shots and things?

Whatever it is, please keep in mind there are some diseases out there that can be transmitted from feline to humans. Try to sell the idea going to the vet this way to your mother (black plague is one of them and yes some parts of the US DO have cases of the plague.) If she is a mouser, I am betting it is something she picked up along the way or when she was ferral.

Your cat is sick. I realize your mom refuses to take her to the vet, but if you don't get her there, she could get worse and you don't want to see your cat in pain and suffering. It sounds like she is having a reaction to something (but I'm not a vet). If you have a license and you are permitted to take the car, get her there yourself.

Everyone above is giving some great advice. But if your mom refuses to take her to the vet get someone else to, or maybe you can get the vet to come to you.
