about six ft tall,upright,long leaf,lt. greenon one sideand lt yellowon the other side of leaf. plumes coming out of stalks tops or purple. what is this.

it's not a canna,croton, or astibe. more detail's narrow long leaf,tapers to a point. edges is lt yellow with green lines,running down length of leaf, than lt green dk green than other side of leaf is lt yellow. the stalks has the leaves on both sides now what is it?

The first things that come to mind are Canna Lily or Ginger.

What you describe could be one of the following.

1) Canna
2) Astilbe
3) Croton

These are limited guesses, based on your limited description.

Contact a University Botanic Garden. Make arrangements to take a leaf and/or flower in. They will be able to tell you what it is.
