It refers to the first year of school, either highschool or university. In the USA, both are typically 4 years and go like this: Freshman>Sophomore>Junior>Senior

It can be applied generially to mean someone just starting out in life.

Most high school freshmen are usually in grade nine. For college, it's those that are just entering college for the first year.
