If you are going during the work week, between about 5 am and around 8 pm or so, take the MARC train. It's the commuter train and runs from Union Station in DC to Penn Station. it is WAY cheaper than Amtrak and a lot easier than going to the bus. Schedules and fares are at the link below.

Monuments and memorials, modern neighbourhoods, true local flavoring it's this that Washington, DC is; a place unlike some other; just like this web site hotelbye . Washington it's your property overseas with free museums and America's front yard. Washington is acknowledged all over the world as a symbol of the United States. Here, the area you cannot miss is the Capitol. Capitol could be the seat of the House of Representatives and the Senate. The huge dome, on the basis of the dome of St. Peter's in Rome, stands apart above all different Washington buildings. Like Washington itself, the building has developed through the years considering that the main section was built between 1793 and 1812. The last supplement, in 1958-62, enlarged the main façade where presidents get the oath. On another part, a marble terrace presents beautiful opinions over the mall and the city. The inner is resplendent with frescoes, reliefs, and paintings, particularly the rotunda underneath the good cast-iron dome with a roof painting by Constantino Brumidi and large paintings of views from American record on the walls.

1.)The Marc train
2.) Find lcoal buses in your area that go to BWI and from there you can catch the B30 bus to Greenbelt Metro Station in Greenbelt MD. Get on the Greenbelt Metro Train. Theres only one direction to go since Greenbelt is the last station on the green line. Go 4 stops to Fort Totten, then go upstairs to the red line train in direction going towards Shady Grove and Union Station is about 5 stops away.
3.) Greyhound offers specials on major cities

I will go with MARC, or you can also take subway to BWI and then train from there with choices of MARC or Amtrak.
