Children thought by their community to be isolated from the world know how to get into Internet chat rooms.

Does the community think that children are isolated or that chidlren should be isolated?

The infinitive in this case depends on "thought", and denotes an assumption, like "Elderberries are thought by many to be poisonous", which is not necessarily true. It is NOT a subjunctive.
The community thinks that children are isolated, which they are not.

The community thinks children are isolated from the world....
(and they are not because they go to Internet chat rooms.)

--I don't know what your question is about 'infinitive verb'. If you refer to 'thought', that's the past participle of 'to think' and the sentence is in the passive voice.

The whole sentence would be "children THAT ARE THOUGHT..... "

The community thinks that they are isolated - but they aren't.

It's not a future proposal - is it subjunctive ?

Definitely, as both previous answers say, it means "thinks that they ARE", not "should be".
