Yes they can. Coincidentally I just came from an American Red Cross Pet First Aid class and we were talking about that. They can choke for many different reasons, only one of which is an obstruction. But if it is an obstruction, and you can see it, and can get to it without getting bitten, you can try to fish it out. There's also a version of the Heimrich maneuver that you can use, and in worse case scenario, rescue breathing - but since you can also hurt the dog if you screw it up, would strongly recommend you learn these techniques from an ARC class or similar - or from your vet.

yes and it's best to know dog first aide given through red cross to know what to do in choking emergencies as well as other first aid

yes of course they can. if they do you can either wrap your arms round their rib cage and push up. or if you can see the object in their throat try to get it out VERY carefully using two long handled spoons
