There are different planets, all set up in accordance to the karmic reaction of any specific spirit-soul. We believe that all living entities are on a spiritual journey, not just those in human form. The actions and reactions determin where one will take birth in their next life or incarnation. The Bhagavad-gita says that "Men of small intelligence worship the demigods, and their fruits are limited and temporary. Those who worship the demigods go to the planets of the demigods, but My devotees (Krishna's) ultimately reach My supreme planet. (7.23)
Throughout our scriptures, we are told that each and every part of God's creation is inhabited. Like on this planet of earth, every level is inhabited by some created creature, from the smallest microbe to the largest whale. When we read the scriptures, we come to understand the diversity of God's creation and understanding of our place in it.
The earth, according to our scriptures is a middle planet. This means that it is like a prison inwhich we are tried and tempted so that we may either do good and attain the higher planets, or choose to bad and go to the lower planets. The lower planets are the hellish planets where life is very difficult, and the higher planets are where life is unlimited enjoyment. Each planet is ruled over by a demigod. He is like an administrator in a way. The demigod incharge of earth is Lord Indra. It is his responsibility to ensure that the earth is maintained, and also that the laws of nature are enforced and honored. In the Vaishnava belief, it is not necessary to serve each and every demigod and goddess individually, because they also worship the Supreme Personality of Godhead, Lord Krishna, and by serving Lord Krishna, then all the demigods and goddesses are satisfied fully.

It is the fault of translation--"Lokam" does NOT mean planets-different Divine Pedestals--People climb the pedestals (Aarohanam) due to their Good actions(Sat Karma) and finally reach the "Abode" of GOD=Heaven(Vaikundam /Kailasm)--bad actions they climb down(Avarohanam) to "Hell"(Narakam)

It suggests that we are in a cycle deaths and births untill we realize ourselves - as the force which is behind all this is just the omni potient force the omni present force - that it is just in him and that it is just him
