You must convince them you can be trusted and are mature enough to handle the job.
You might ask your mom to take you to finer stores in your city and talk to the merchandising people who put together local fashion shows. These directors can tell you if you have the height and size for a model. (It's important that a certain size clothing fit you without alterations.)
At your age, working on the local level, you are most likely to be paid in clothes only. You will need to learn to do your hair and make-up in a variety of styles as most likely you will have to do your own.
If you do have what it takes to go further in the business,
understand that modeling, like acting or professional sports, can have a very short productive life. You can age out of work very quickly and be replaced in a few short years by the next leggy teenager with the next new look.
You need to have the education to be able to have a second career.
You will have to learn to have a really thick skin as you can be rejected for a job just for your coloring or the shape of your features. People hiring models have so many options, it's easier to go onto the next person rather than give one person the opportunity to make changes in their appearance.
You will have to be very careful about your nutrition and maintaining your grooming. There can't be late nights that will show in puffy eyes the next day.
You will need to develop self confidence and a certain physical grace, so dance lessons, gymnastics or perhaps yoga would be helpful.
If your parents say "no" to modeling at 13, you can work toward modeling a little later. Developing the work skills needed to be successful in this work will help you in another career if things work out differently.

If you really want to win their approval, just be responsible and smart. Don't be just any model, be a role model too, maybe that will win your parent's approval much faster.
Be committed to your goals, show responsibility, finish school with excellent grades and be smart about making decisions. Graduate high school first. It is important. College as well. After graduation, you'll learn how to take care of yourself. Then you can live and make your own decisions without parents' permission.
The reason why your parents may not like your sudden career decision because not many people find success in it. Just only a special few. There are a lot of tough things to deal with in the model industry, which I am sure you know and will learn more about.
If you are really serious about it, hold onto your dream and wait until you are really ready. Here's an interesting way to get modeling: If you have friends who are going to be future fashion designers, ask if they need a model to wear their clothes. It's safe because they are your friends, and they won't scam you of money. Also, if any one of your friends are going to be photographers, request them to take photo shoots, as well. You need to ease your parents' mind because the whole modeling industry is filled with worse frauds than the used car industry because the used car salesman can just take your money. Tell your parents you want to try modeling, but want them to help screen agencies to avoid the scammers selling false hopes with no real connections or perverts marketing sexually suggestive photos. I think they will be impressed with your maturity of being aware of those things and would love to be there to protect you. You also might want to assure them you see many models who are average, thin, overweight, tall, short, with glasses, freckles, braces, big noses, wild hair, etc. so you know that you can just use nice clothes, a little makeup, and your family genes without resorting to plastic surgery, botox, or other drastic measures to look like anybody else. Point out examples like Ugly Betty and Doogie Howser's braces, Seinfeld's Kramer's hair, and Julie Roberts' upturned lip. Another thing you can say to help convince them is you can lay down other ground rules, such as all three of you brainstorm certain red flags that you will agree to always turn down, such as alcohol, tobacco, vitamins or any other pill, powder, cigarette, or liquid that they claim will help you, late night assignments that will not let you back to your home or hotel by 10 p.m., requests to remove undergarments even when covered up, unbuttoning more than the top 2 buttons on a blouse, see-through clothes, anybody else's hands on your breasts or just below your waist on either side, and posing nude behind a towel, wall, door, or other object unless you can wear a swimsuit with a strapless top and a bikini bottom.

becoming a model ain't easy and chances of doing anything worth while are very slim, ...your parents probably already know this and probably don't want to put forth the effort on something you may give up on after a year or two of no success......your parents would also be spending alot of money on this and also be risking getting involved with modeling scams, for every legitamite modeling agency, there are about 3 modeling scams
secondly unless you live in new york or california your chances of getting into modeling are 0

instead of asking them to help you start a modeling career, simply ask them to get you a photographer and that you want to get your picture taken. afterall they first step to becoming a model is building a photo portfolio. 13 is too young to get involved in the industry especially if your parents wont back you up, so give yourself 2 years and submitt some of your photos to some agents.

i started modeling at 10 yrs old. Explain to then that you are ready even at 13 years old. tell them that you will not forget about school just becuase you are modeling. And i saw one of the answers say send your pic to an agency first NOOOOOO!!!!! Alot of model agency online are fake and bad and will use your pic in the wrong way. Good luck! modeling is very fun and it can be very rewarding! Oh yeah also the earlier you start the better! Tell them this is your dream!!! Good luck!

You can't "convince" your parents into anything. If they don't want to let you then you have really no say in it. Just because you need a job when you are 18 to pay medical bills doesn't exclude you from pursing your dream.... you can still do both.
