you would not believe my neighbours,they never speak they just shout at everything.The youngest who is near 14 years old is a social retard,the mum is called liar liar.They have had years of inbreading,they cant interact with anyone.If i could afford to move i would not be beside these morons

You have my absolute sympathy.
Steve's right. when it's a council or housing association tenancy. Not so sure when it's a private landlord or owner occupier though.
It's always a puzzle to me how people can be so thick, selfish etc as to not know - or not care what effect they're trashy lifestyle has on others. I especially hate that bass that you can feel as well as hear as it comes through the walls.
Good neighbours are better than gold. I think I'd rather live in poorer quality accommodation with good neighbours than a better place with "neighbours from hell". Luckily the ones we have on the other side of the adjoining wall are considerate.
As already mentioned in other answers - perhaps contact environmental health - or maybe your local mp - they might take it up as a cause for some kind of new legislation?.

Well, not exactly, but let me put it this way....this past summer, as our a/c was nonfunctional, we slept with the windows open at my house. Imagine, at 1:00 am, loud Spanish music in the adjoining yard! Or more recently, my other neighbour had a friend over in her backyard, and here they sat, conversing loudly in Polish and laughing.
Live with it, kid. Calling the police is only a last resort if lives are in danger, and if you fly off the handle too hastily, you might wind up with a neighbour who begrudges you for it forever.

Been there, done it, got the sods evicted.
Get onto you local councils Environmental Health people. They can set you up with monitoring equipment to record them at unsociable hours.
Unfortunately noise during the day/early evening is usually not taken seriously. But if it is late at night or during the night they can and will take action if it is really bad. If it is a council property they can and will ultimately evict them.

I think everybody has or has had a neighbor like that. The quiet ones are the scary ones. The very few times I exchange words with mine, he knows a lot of my comings and goings. Times, people, places.......At least you know what the loud ones are up to.

they are alcoholics who party in their back garden til 5am
