Specifically - North Carolina to California. And what about going from state to local or federal?

I don't think so - each of these is a separate entity. You would keep your seniority in North Carolina for pension but it wouldn't transfer to California. I would definitely as this of the HR or interviewer.

To the best of my knowledge ,
States do Not have any employee transfer program .

Each state is like a company ,
Can you just transfer from the phone company to IBM ?
No , you have to resign & apply as a new employee at the other state .

Unlikely. They are all seperate entities and therefore benefits etc do not transfer.

Yes. Their seniority and pay are always protected
