Some states do not tax clothing. The state legislators have decided that many people wear running shoes as their everyday shoe. Soccer shoes are just sports equipment.

Although I'm not from Jersey, perhaps the rules for the state may tax "sports equipment" such as cleats, soccer/football shoes, but not tax other clothing, because sports equipment can't be used for everyday purposes. It would probably be a question that the store manager can answer.

The soccer shoes are considered sports equipment, and the running shoes are probably considered general purpose shoes.
