Does the "Dream Act" bill limit the NUMBER OF CHILDREN FROM EACH PARENT that will be eligible for tuition?

It doesn't even limit it to children, any illegal that steps forward and makes the claim of being in the US prior to age 16 would be eligible. All they'll need to do is get a GED here to qualify.

For example illegal immigrant A - gets his GED at age 50, goes to INS and swears that he's been in the country since 1973 or so and boom he gets a conditional green card and 6 years to get financial aid to pursue a degree, hooks up with a degree mill and wala permanent green card on the public dime.
