After 27 years of dedicated service, and an outstanding loyalty award on his 25th year of service, he was administratvely charged of violating certain rules to remove him from office and denied of his retirement benefits. It happened in the early 1970's. Is there hope to prove his worth and claim it for my mother?

You can go to the local VA office and inquiry about that. If they have strip him of his retirement benefits then it is the same as if he didn't have it in the first place. In this case there is no way of getting it back. Unless laws has been changed since then that would entitle some or all of the benefits back due to a legal inquiry about the rules back then. Supreme Court has have strike down certain laws that military has imposed due to having no basis and haven't met certain criteria that doesn't violate an individuals guarantee rights. You may also have his discharge changed, but there is time limit to do that.

You really have an uphill challenge .
And were there even spousal guarantees even if he had not been denied ?

Call and see if there have been any changes ,
But the attorney fees to contest it will be huge and may offset any gains .
And if your motions fail , you would be liable for the lawyers fees .

I would try direct inquires , but doubt I would risk the expensive lawyer fees .

Not likely. Even if the dismissal was unfounded, any statute of limitations to bring suit would long since have expired.

The retirement benefits were for him and not for your mother. He should have tried to overturn the decision while he was alive.
