I have a Canon powershot A710 IS, which shutter speed, iso, etc. to use?

First, make sure cameras are allowed. If they aren't, and you get caught, your camera will be confiscated and you'll probably never see it again.

Second, flash will be useless at more that 15 feet or so. Turn it off. Using it will simply draw attention to you.

Third, set your ISO to 800 and use Shutter Priority. Try a shutter speed of 1/125 and see if the aperture is large enough (f2 or f2.8). If not, try a shutter speed of 1/60. Fortunately your camera has Image Stabilization so you should be able to go to 1/30.

There isn't really. Low light means you either need a powerful flash or a very fast lens with good high ISO capability. I would recommend sticking your camera into a high ISO mode or something similar (if you have a sport mode) that would work. But expect very noisy/grainy images, but at least they are going to be semi-decently sharp. From any of those rows the flash on that camera will be useless.

You just have to experiment alot. The higher the ISO the more light you well get but the grainer it is. Fast lenses are the best for fast and low light events. if anything check this website out. it may help, she take pictures of concert for a living.

you'll need a good tele lens with lower f factor.
lowering the shutter speed won't really help
I am not sure about A710, does the lens interchangable?

because of all the lights you wont want a long exposure, so set that low. also, you might wanna set the flash off (also because of the lights).
