if it is, you have to let me know how im far behind in that. if your a scout you'll know wat im talken about i got to many partials too

There are lots of sites online that may help with merit badges and studying on your own is always an option. Like others have suggested try to find a local troop with counselors. (Large troops will typically have multiple couselors, especially for eagle required merit badges.) Meet with the counselor before you start so all your time will be spent on useful activities that count. If you live anywhere near a major city try to find a local merit badge "college" /"university"/ weekeend. These events are sponsored by District councils or colleges and give you the opportunity to earn several (2-4) merit badges in a weekend (with prerequisites) see the link below. Summer Camp is a great way to close out partials. If it is offerred at the camp take your completed items and meet a counselor at camp, most camps encourage this.

You can use the internet to research your merit badges, but you will need a district-authorized counselor to assist you with the badges, you cannot earn them online. You should be able to get a current list of counselors from your Scoutmaster or from your District Advancement Coordinator or your District Executive. If you have partials, you can bring the work you've completed to present to your counselor, and continue with the remainder of the requirements.

I used my high school teachers as MB counselors, picked up all of the required citizenship badges from my history teacher, personal finance was my economics teacher, public speaking from speech teacher, reading from the librarian, and lots of stuff from my shop teacher.

To register them with the district, ask them to complete an adult leader form. They register as "merit badge counselor," and DO NOT need to pay a fee. If you are going for your Eagle, you don't want any problems with your merit badges.
