What is the best area to move in,upper west side, east side, etc. Money isn't an issue I just want to be in a safe and friendly neighborhood to raise my small children.

People who say money is no object and then ask on YA where the best place to live in Manhattan.

If I were to move to NYC with kids, I would move to Park Slope, Brooklyn. Its beautiful, near parks, good schools, lots of parents. There was even recently an article in the NYTimes about how parent friendly it is.
Yes, a lot of people think NYC is just Manhattan, but Brooklyn lets you breathe. And Manhattan is only a quick hop on the subway.
Find a nice brownstone, and you will be set.

Upper West Side is new money, the nouveau riche.
Upper East Side is old money, Astors, Vanderbilts, Rockefellers, etc.
