Its OK for you to get a Golden. Most of the big dogs in my community are outside dogs, and over here were get cold winters. There are like approximately 50 + Golden Retrievers in my small town, and they do just fine being outside 24-7 all year round. I'm sure that your winter weather isn't as harsh as the northern Manitoba winters. Just make sure that you give it as much attention as you can, like play with it, take it for walks and etc. Also make sure that it has a good, warm dog house.

If you have a big enough backyard, then why not get a dog? As long as it's being outside doesnt hurt your mother and you spend enough time with it...it might be happier outside.
I have three dogs, a lab, and aussie shepherd, and a sheltie that stay outside all the time. We live on a farm with a pasture and a big backyard, and they love it. They hate coming inside.
Some dogs are just better outside... and if your yard is big enough a retriver should be fine. If your yard is big, you could even try another breed, like a cattle dog, that were meant to be outside. If it is a smaller yard, get a terrier and a doghouse for it. Just make sure your yard is fenced in if you live in town, so that you dont have to buy a little kennel or tie it up. That would be cruel.

I agree with everyone else- a dog isn't an outside pet. Honestly, there's no such thing as an outside pet. You get a pet as an addition to your family, and you wouldn't make a family member spend most of his/her time alone outside, would you? (Though I have some cousins that I'd like to do this to) If you can't provide a suitable home for a dog, then wait until you can before getting one.
There ARE some dogs that are less likely to trigger asthma & allergy symptoms, such as poodles or dobermans. The page I've linked below has many suitable breeds. DO NOT waste money on those pricey "designer" breeds that say they're allergy free- they can't guarantee that, since the puppies may have either parents' "hair type", and they're just mutts-no reason to spend extra $$ on something you could find at a pound. Once you've found a breed you think suits you, get your Mom to spend some time around it, to see if it sets her off.

Goldens can be great family dogs if properly trained and socialized. They are also usually good with children provided that the kids aren't too rough. As for watching the house, all the goldens that I personally know would gladly help the theif carry out the furniture.

I feel its cruel to the dog to be left outside all the time and cruel to your Mum to put her at risk of asthma attacks
Why dont you consider a breed which is safer such as
poodle
mexican hairless dog
Bichon Frise
Chihuahua
Labradoodle
most terrier breeds
miniture shnauzers
all these are recommended breeds to prevent asthma allergic reactions in people
I would also highly recommend you try your local shelter or pound and save the life of an unwanted animal rather than hunt for a pure bred dog.The shelter will give you suggestions on other possible breeds which are safe too

Please don't get a dog if someone in your home has asthma. If it turns out she is allergic to dogs, the allergy will most definitely trigger an attack. That is a disaster waiting to happen. There are way too many dogs brought to shelters and they don't need another one added to the mix. IMO, dogs should not be kept outside - they are pack animals and need to be around other dogs or people.

Do NOT get a Golden at all. They make terrible outside dogs. They need to be with their families. They also need a great deal of grooming and good amount of excersise.
Why not look into a smaller dog that doent shed much that will not create problems for your mom allergies. Like a poodle!

Don't keep a Golden Retriever outside. While they may be able to tolerate the weather.... Goldens are really overgrown lapdogs who LOOOOOVVVVEEE to be with their people. It would be miserable left outsde alone all the time.
Look into a bred that sheds less. You may want to consider a terrier, poodle or bichon frise.

you should wait to get a dog until you are on your own. It isn't fair to your mother to trigger an asthma attack, and it isn't fair to the dog to be outside all the time.
If you need some doggie lovin', volunteer down at the shelter. They always need volunteers to interact with the animals and give them some walks and attention.
