Some of the mobile service providers like Hutch publish directory of subscribers just like land phone directory.You can try the customer service cell of the service provider to help,if it is inconformity with their policy.The moblie service provider knows where the moblie is located,even if it is switched off!

try sending a txt to the mobile number and asking for address - if the person has only given you a mobile number it might mean they don't want you to know where he/she lives

why do you want to know if they are your friend or family why dont you know already no company will give you an address ov one of there customers if you have their number why not just ask them?
