a foreinger to do their interviews from somewhere in the US if they are here visiting when you petition for a spousal visa? I'm American and he is Scottish, and we have been married. He went back home because his visitor's visa was up, but he wants to come back to visit soon. Is that possible?

No, you will have to move to Scotland if you intend to stay with him.
