If you inform the police they can check on PNC computer, if it turns out to be correct, a marker can be placed against the registration number.
Details would be entered onto the local briefing pages informing bobbies to look out for the car being used on the road

I am reluctant to report this sort of thing. it does go a little against the grain, but this person is a menace to everyone around him so I would report him to the police

Now that you have explained the situation in more detail, I would suggest Crimestoppers. The police have to act on any tip that comes through crime stoppers. If you go directly to the police there is a good chance nothing will get done. Call 0800 555 111. Good luck
Has somebody upset you and you want to get some pay back? If thats the case then you are a nasty piece of work, or are you thinking of telling on them because it's the right thing to do.

You have not told us whether they own a car or not. I know a lot of people usually found at the bus stop who do not have a driving licence or insurance. Don't grass on people unless you are involve with them in an accident and you have trully establish that they are braking the law. The traffic system is so efficient they will eventually be caught.
