Not without a doctor's approval. There is another product called Coricidin. It is specifically for people with HBP and sold OTC.

Any kind of med that helps you with a stuffed nose works by causing nasal vasoconstriction, which means it constricts the small blood vessels in your nose to let more room for air. And it also may raise your blood pressure. Think of it like this. You have a large garden hose, water is flowing freely through it, but you squeeze it tight with your hands. It gets harder for water to flow, so it pushes harder against the walls of the hose.
You can still use a descongestant that has no blood constricting antihistamines (such as ephedrine, pseudoephedrine and phenylpropanolamine ) like Coricidin HBP, Chlor-Trimeton, Benadryl, Tavist-1, which are safe to use when having HBP.

Call your doctor or your pharmacists. They are familiar with your medical history and know the other meds you are taking.
