Luau themes can be fun, or lame depending on how they are done.
Harry Potter?
Costume party?
Pick a time period from history, like ancient rome, or medieval Europe, or whatever you really enjoy, and go with that.
ANother option, Micheal's craft stores do craft parties. There is a small deposit, they set up, manage the craft, which you get to pick according to what you want to do and how much you want to spend, and clean up.
The cake is the only thing that isn't included in their packages.
It's a lot of fun. I went to a bridesmaid's party where we all made crazy flip flops that was not too expensive and we all had fun. There are several crafts to choose from. Beaded jewelry, those flip flops, whatever....
Here is their link....

If you go to the drop down box in the orange block, they list the crafts they do for the parties. I can't find their party link, they tend to redo what they offer every few months, but they do have fun parties and they are really reasonable.

This site has a list of different teen party ideas. These parties were actually done by people. They tell you step by step, how they did them. Some of the parties were given special awards. Look at them all and see if you can't find some ideas you could use for your party.

Hey,
I had my 13th party a few years ago, and I wanted it to be really special! I decided the thing that was most important to me and that was my family so I had this huge cookout and everyone was invited! I invted my closest friends too and had a sleepover afterwards. It was pretty cool!
Have fun and happy b-day!

Like ask T said have a theme or you can have it at a certain place. Main point: make it fun. Something you like to do or a place you like to go and do that or go there.

Rent some scary movies, and invite your friends over. Have pizza, Cake, and ice cream, and all gather around the television. it's like going to theater but you got your food and anything at your disposal, plus it's fun.
