Address the real issue. Your dog has excess energy to burn, is bored and wants something on the other side of the fence like the other dog. Letting your dog in the yard isn't going to cut it. Take the dog out for a long walk. If you don't like walking, run, rollerblade, bike etc. A tired dog isn't interested in digging up the yard. If the dog continues to dig under the fence after long walks, you have to correct the behavior the moment it happens.
Take the dog for some exercise and return to the yard. Observe the dog and when/if it moves to dig near the fence, touch the dog to get its' attention and give it a command of no while you look it in the eye. But remember, do it under control...no yelling AND establish other rules the dog must follow so it begins to understand the dog does what you want not the other way around.

We would take 3 foot sections of concrete rebar (available at many home improvement stores), bend a hook on one end and then drive it into the ground. As the hook reaches ground level you hook it into the lowest section of the fence. Space the bars a little less than one dog width apart.
This pins the fence against the ground and the 3 feet of bar is do deep that the dogs can't dig under it. If the dog is smaller a shorter length of rebar can be used.
It's a lot of work but fixes the problem once and for all.

Yes you can dig a trench 12 inches below the fence and lower the fence in to it so that it is curved sideways towards your side of the fenxe then barry it this way the dog can not dig past the fence

An easy solution is to line the fence with large gravel. Dogs do not like digging in rocks. This should stop them from digging, at least on your side. You may also want to try bitter apple spray. Just spray the area and they shouldn't dig there. The spray smells like vinegar but they hate the taste and smell of it. I use on bandages and stuff I don't want our dogs to chew on.

We had this same problem. What we did was buried chicken wire under the fence were they were digging out. Dont put it to far down because when they dig they will hit it and not be able to dig any farther.

Try clipping the dogs nail. They have a electronic device at Wal-mart that sends off frequency. This is harmless to the dog and should stop digging.

In addition to the dog feces in the holes, there is one I have found to be effective. Mark the holes as YOURS! Collect and pour your urine into and about the holes, and all along the fence-line. If you want to mark the fence too, get a spray-bottle and apply it to the fence. Altho re-application is necessary after rains, it IS inexpensive and effective. (I am presuming you are in the 'burbs, and that going out and marking it directly would present certain social problems) As to the 4" deep moat, think at least a foot, 4" is nothing to a dog, they will dig under barricades like that. (Been there, tried that, saw it fail)

When my boys (dogs) were younger I had bought them a sand box. A turtle shaped one to be exact from Toys R Us. I buried some of their kongs, tennis balls etc in it. They stopped digging in the yard and would only focus on their sand box so now every summer they have a new sand box to play in even though they never seem to dig in the yard even when its not there.

Try burying chicken-wire where they're digging, this solution is often suggested to keep them from digging in the garden.

Don`t put him near fence (Chain him)
sprinlkle 20? cans of red pepper
2 Fence
With rented Back hoe, dig down 1 foot, concrete in.
