get him to the vet now! there are many nerves in the tail that help control other parts of his hind end. if there is nerve damage then that is quite serious. Even if he doesn't have nerve damage then you still need to get him checked. they will probably amputate a bit to make sure it is a clean wound and they will also clean it and bandage it and give you antibiotics for kitty, just to make sure there will not be infection..oh and..PAIN!! the poor thing is in a lot of pain, only a certified and licensed veterinarian should administer pain control to a feline. Hope he is soon on the mend!

get him to the vet and he will no doubt cut below the bone . he should have been taken there in the first place , was this an accident , fight with another cat or was he/she born that way !
