Muscle actually needs a better blood supply, so building more of that won't hurt. The problem is, most competitive weight lifters also carry around a substantial amount of fat. That's not good, and it can exacerbate preexisting hypertension.

Check with your doctor. I thought exercise was generally recommended for people with high blood pressure.
