I have an idea for a vehicle that doesn't run on fossil fuels does anyone know where I can submit my idea?

I plan on testing the idea before submitting it to anyone since it is a bit off the wall but still it makes sense to everyone I have talked to. I would like to keep the idea between me and my family until it's tested.

Speak to an automotive engineer about it and hope they're competent enough to evaluate it properly.

You could always try posting your idea here and seeing what we think of it (most of the ideas people have come up with actually are unworkable so there's a good chance your's will be too but there is only one way to find out).

You could also try to take out a patent on it, that way you can make it public without having to worry about people stealing the idea (but don't try to say that the patent proves it works, the patent offices of most countries routinely give patents to things that can't work or that have already been invented (like "circular transportation facilitation devices")). Whether the people in your family know enough to know whether it can work is very much an open question.

Just go to any car manufacturer. They will be glad to listen to your ideas. I'm sure everyone is cracking their head to come up with something more energy efficient.
