Usually rule is:
If they don't say they Don't Test they do.. When a company is all for natural non-invasive products they usually make a big deal out of it.

Herbal Essences, no. But they are owned by Procter & Gamble, who do engage in animal testing.

There are a handful of companies like that who don't test on animals, but they're owned by larger corporations that do. The Body Shop selling out to L'Oreal and Tom's of Maine selling out to Colgate-Palmolive are but two examples.
