A viral infection.
Most of these infections will work themselves out, just keep her as comfortable as possible, a cold rag for her forehead, ice chips to suck on if she can't drink anything, stuffed animals, good movie if she can lay down while watching, but ultimately she needs sleep, lots and lots of sleep.
Where are the parents? They should be able to take care of this sufficiently. If they don't know and are concerned, they could call her doctor.

The flu. Where the heck are your parents? It's obvious that she has a flu or a cold. Keep the fever under control, give her pedialite and chicken broth. She'll be fine. If the fever reaches over 103.5, then it's ER time.
Get your dang parents. If your parents aren't there, then go over to a neighbors house and get help. Now.

Okay, call her doctor and set up an appointment. Usually, pediatricians would schedule to see a sick baby within that same day. Or you could just take her to the emergency room.

I cant diagnose since I'm not a doctor but as a parent...get her to emergency if you can get her to a doctor today. One or two of these symptoms is bad enough for a child but put them all together..she needs to be treated asap.

its a viral infection for sure most likely influenza or an extreme version the rhino virus (common cold), you need to get her to a doctor or teh ER ASAP, do not give her an antibiotics, they do not help with viruses, they may make her seem like shes getting better but shell actually be worse, get her to a doctor TODAY

maybe she has a flu..but i'm not sure with the 'throwing up' part...
it's best to call a doctor...don't hesitate to bring her to a nearby hospital. who knows your sister might have other serious sickness aside from that

I think she has to be taken to the doctor. The earache alone is reason enough. Tell mom and dad to get her to the doctor.
