my town picks up nothing, and it is 23 miles to the recycle drop off point. so now i do not recycle where i live
before i moved her there was a place to take the recycle stuff, they would pay, not very much, but enough to pay the fuel for my car, so i saved it for 5-6 week and then took it there and got enough money to pay for the fuel

Complain to your local government! I must be spoiled here. Recyclables are picked up at the same time as the garbage at no cost. We don't even have to separate different types of recyclables.
Why doesn't everyone have a system like this?

It depends where you live & the volume of material.
In Ontario, we have weekly recycling pick-ups.
We have different colour boxes for different things:
Blue for aluminum & steel cans, glass & plastic bottles.
Grey for paper & box-board, cardboard is bundled.
Offices & Schools have fine paper & other paper boxes.
I know when we're in Florida they only have depots.
You have to take your recycled stuff there.
Many businesses sell their waste paper to dealers.
There are services which come to your office & shred paper.

In this city they have twice monthly curb side pick up for these kinds of things. It's best to have a shredder so nothing that has your name on it can be read.

Yes, my town picks up plastics, bottles, papers, at my curbside - at no direct cost to me.
