I graduated high school with top honors, took biology all the way through, and never dissected anything. Most of the time, all I had to do was talk to my teacher about my beliefs about dissection/animal experimentation, and they were more than happy to arrange a humane alternative. I did find that it really helps to back up your beliefs with science and possible laws in your area that give you the freedom to choose not to dissect, and receive an alternative project and no penalty. Some other options are the "Virtual Frog" which is an animated frog "dissection", studying anatomical drawings or models of the anatomy you need to learn. Go to the anti-vivisection society's website, they'll even send you a free package on alternatives, talking to your teachers, and even on hoe to start making permanent changes in dissection policies in your school. Good luck!!!!!

You can personally refuse to dissect the frog. Most teachers are pretty understanding about the subject. Start by asking the teacher if you can do an alternative assignment, there are virtual dissections online. The thing is, you must accept what th teacher gives as an alternative, even if it is more difficult and seems unfair.
If the teacher refuses to allow you to do an alternative, you may want to ask your mother to get involved and speak to your guidance counselor, and possibly the assisant principal. Be sure to allow enough time to make appointments with the vice principal, and possibly even the principal(if it gets to that). You don't want to refuse a day before you are supposed to do the assignment, because you won't have adequate time to speak to the viceprincipal/principal.
You may want to look at http://www.petakids.com/testing.html it has information on talking to teachers, etc about not wanting to dissect.

You are in very good company:
Eddie Vedder, Nobel Prize winning animal researcher and lead singer for Pearl Jam on the side, has joined forces with People for the Ethical Treatment of Animals in denouncing the Nazi like practice of dissecting frogs in high school classrooms.
You could get up a petition and ask people to sign the hand copies over to the teacher and the principal.

at my school we use a home school curriculm called Accelerated Christian Education (ACE) and we don't have to disect anything--we just watch the scientists do it on the videos and fill out the lab reports. maybe you can do your science and home with ACE and get the credit transferred to your school!
also, you can organize a student boycott of the frog dissections. you'd be surprised how many people are against it (even if its just because they think its gross!)

I am no fan of PETA, but they probably have resources you can use to get your school to stop dissections or at the very least offer alternatives.

As sad as dissecting dead animals may be, research done on animals, dead or alive, have saved COUNTLESS human lives. Without the scientific research done on animals, we would have much shorter and more painful lives. I think you should direct your energy to improve things elsewhere. There a genocides and wars going on all over the world.

Just stand up for your ethics. Refuse to dissect. Take the F grade and don't complain.

Certainly you are not the person who objects to animal testing, torture, mutilation in the name of science. Try to casually mention this to a few other people to see what they are thinking, and then you can form a group.

you could try going to the school board but its not going to happen, you could probably get excused from the assignment though if you talk to the teacher and say you're uncomfortable with it
