My sister is 9 on thursday, and she's after a birthday party too. Try bowling, or taking her to see a movie of her choice. I don't know if that's any help, but that's what my little sister wanted to do this year.

Mermaid party? Lots of shells, glittery sand, crepe paper seaweed etc. You can collect a lot of the stuff if you live near the beach. Use a star-shaped cookie cutter and cut out 'starfish' sandwiches, use all blue and green sweets, have a lucky dip in one of those clam-shell kids paddling pools.
Or, a make-your-own icecream bar: Lots of great toppings - homemade fudge sauce, fruit, nuts, sprinkles, crushed up Maltesers etc. Then just buy some cheap icecream, plastic bowls and spoons in your sister's favourite colours and let them go crazy! Expect at least someone to be sick...

I think when I was nine, I wanted to choose my own party, so why don't you let her choose her own party. I would of loved to do lots of exciting things when I was young and here are some suggestions:
Swimming session
Quazer
Cinema
Bouncy Castle
MacDonald's party
Bowling
Hope these are OK for you.

Have some cool teenagers give makeovers, straighten hair, loads of ribbons and lip gloss.
Give our pink fizzy drinks and girly handbag cake from tescos or the girly cake from M&S.
Party bags to included mini lip glosses, hairbands and friendship bracelets.
OR

Hmm if she's girlie do some kind of a 'princess' dress up kinda thingy, with a castle as a cake etc. If she's not so girlie, maybe bowling? Or something like that.

What about a party at a Wacky Warehouse (if there is one near you). The kid's can have a great party and let off steam without wrecking the house-or leaving your mum pulling her hair out.

organise a fancy dress party, pick a theme, ....nursery rhymes, hero's, space creatures. 9 year olds are great fun and use their imagination a lot. best prize of course, but be diplomatic and award everyone a prize!

I helped a friend with her daughter and we did build your own pizza, decorated cupcakes, and made a craft project. (stamping/card). The girls really loved it. After that we went out and roasted marshmallows over the campfire. the girls loved doing more grown up things and hands on. Because you know they are adults now. lol.
